It's probably a pretend scary plan to get folks backs up, so that later the council can introduce the plan they wanted all along, seemingly less draconian, and will seem like a relief despite being considerably more restrictive than the current situation.

Are they that cunning They most certainly are. I have yet to meet a national politician who seems principled. I have met very very few local ones who are. This is the problem with a democracy that is controlled by political parties. People who will win are chosen as candidates rather than people with priciples. The ones with cunning are doubly prized. The voters are prized only on polling day. Other than that we are just citizens who get in the way of politicians' machinations.

Camden are one of the richest Councils in London (probably therefore the country) and such actions are ones to bump up their finances.
