I'm no doctor, but wouldn't just playing your guitar more often strengthen the bits of your fingers that need strengthening??

I read an interview with David Grisman and he endorsed it as a method he used to get over tendonitis. I don't think it's dodgy. It sounds a bit like athletes strengthening certain muscles to improve their performance.
There's a recommendation on the site from a Berklee lecturer as well.
Don't know, I wondered if others knew about it.

I've problems with my fingers that haven't completely resolved, and would love to find a system to strengthen the hands and prevent injury. However, I would want to know a lot more about it.
Who was EJ Pickles? What were his credentials? Why did he call it the 'Cowling' system?
I'd be worried about focusing on muscles, as muscles have a good blood supply and develop quickly, but this might enable them to put more strain on tendons, which don't. Also, I read somewhere (so it must be true) that there aren't any actual muscles in the fingers. Is that relevant? I don't know.
Just my tendency to be a bit sceptical and over-cautious about such things.

Generally injury occurs through overuse or overloading. Anyone thinking about any specific treatments would be well advised to check with their doctor. He or she would need to see the detailed proposed treatment methods in advance, together with the evidence to support their specific use for the clinical problem, before recommending giving it a try. In this case the details and the evidence for the use of the system in guitar playing or finger/hand injury are available as far as I can see.

I'm not prepared to shell out without more information. However working on the veiled hints that the system is designed to improve finger independence, I did an extensive youtube search (ie I read to the bottom of the first page) and came up with this...
As it appears to be an excellent non-damaging way to improve finger independence and furthermore even slowly it's b****y difficult, if not impossible, i thought I might have a go for a few minutes a day,and see if it makes any difference. I do find it takes me a good 10 or 20 minutes when I start playing before my fingers "warm up" to where they should be in terms of hitting those dastardly nylon strings, and intriguingly (with an n of 1) I found after attempting to do a few of these exercises the 'warm up' (AKA hitting non-authorized notes) period was over in a scant few minutes... Furthermore, the"control"situation ) ie where i forgot to do it today) it took the usual amount of time to warm up. So I'll be continuing for sure - at least when I remember. If anyone else tries it then I'd be interested to know how they get on! (ps I only do the once through the basic exercises - I only have so much tolerance for failure)

I suffered from tendonitis for a while and used to use some hand exercises. I think they made a difference, particularly in getting your hands warm before playing. The problem went away when I switched to an OM guitar from a jumbo — the guitar was not so deep. When I commissioned my guitar from Adrian Lucas I was a bit worried about the jumbo size but liked the sound. Adrian put a Manzer wedge on it and I've not had any problems. But if I play my Martin J40 at all regularly I can feel the strain coming back!
