The Celtic region of Spain is Galicia. I worked there for a year around 2000 in El Ferrol (birthplace of Franco). Carlos Nunos is one of there more famous musicians. He features most years at the Celtic Connections festival held in Glasgow in January every year. There are many local music festivals throughout the year in Galicia showcasing there music.
One particular favourite bar we frequented in El Ferrol was La Vaca (The Cow). This bar had boxes of cd's and vinyl from Celtic artists across the world that you could request the owners to play.
In Galicia they play their own version of the bagpipes. It is a single droned instrument.
Great place to visit. Pontedeume, Santiago de Compestela and La Coruna are all great spots.
The European Celtic regions are as follows: Ireland, West of Scotland, Wales, Cornwall, Brittany and Galicia.

also Cantabria and Asturias if you're lookign for that 'celtic' thing...Bilbao is in Pais Vasco (Basque Country) which has its own (generally non-celtic) muscial traditions. But you are closer to Cantabria and Asturias than Galicia. Dunno if bands like Llan de Cubel are still going, but they were amazing when I saw them a couple of years back.
top bands to look out for might be
Llan de Cubel (asturias) Cahornega (Cantabria) Berroguetto, Carlos Nunez, Uxia, Susana Seivane (galicia)
a look at any of their websites might be a starting point, and looking at gig lists.
I can see Cahornega are playing in Laredo in March (looks like they have a sobell bouzouki:) )
