The truss rod is not there to adjust an overly high action over the whole fretboard, it's function is to adjust the correct relief when the action has been properly set with a level FB. The main action height is set by the saddle height. Before this is done the clearance at the 1st fret should be set by adjusting the nut slots so that when the string is fretted at the 3rd fret, then the gap is 0.1mm at 1st fret and 0.15mm at 6th, obviously graduating between the two. Then the saddle can be adjusted to get the correct height at the 12th fret. This is usually by carefully sanding the bottom of the saddle to get the desired height above the frets at the 12th, 2.5mm at 6th and 2mm at 1st for me. The top of the saddle should then be between 10.5mm and 12.5mm from the guitar top. If the top has bellied, so that to get the correct saddle height to achieve the desired action at the 12th, the saddle is too low over the top or that the bridge would have to be shaved to get the action low enough, then the only answer is a neck reset. Relatively simple job on a bolt on, harder on a dovetail.

Oh I'm not messing with all that malarkey, I'd make a right pigs ear of it. I'll just fit lighter strings

I all knew that the truss rod wasn’t really there to adjust the action but had never been able to articulate why so thanks for a clear explanation

13s have no place on a parlour unless you are tuning a whole tone down
