I try and force myself to go back and finish them - stopping myself from learning anything new until that's done.... Doesn't always work... and there's a few tunes that I've made peace with being a few years in the learning.

I do find the endless stream of unfinished tunes a bit disheartening. It's been ages since I've learned a complete tune. If there's no prospect of improving I'm settling for trying not to deteriorate until I retire.

I have suffered from Unfinished Tune Syndrome. My case is chronic. It led me to stop playing for 20 years but I took it back up 3 years ago. It is still a struggle, and as others have mentioned it usually flares up when I hit a few difficult bars. It becomes a train wreck so I abandon it and repeat the process on another tune. Oh well.

If you've read through the rest of this thread, you'll find that you are by no means alone! I suppose you can either accept the situation as it is; rearrange the tune structure to omit the tricky bits/rearrange the tune to simplify it or make it a point of principle to really work at (only) the tricky bits of one tune, beginning slowly, until you've cracked it - which you will, but it takes iron resolve!
